Recently, the English High Court ruled that a US civil forfeiture order can be recorded and performed in England, although the owner of the property was never allowed a real chance to pass the test (DTOA 126 of 1990 Re: F, the judgment of 29 November 1996). In Britain, at least, until the US government claims that the owner "real" property held there is a criminal, courts do not permit any challenge whatsoever from an innocent owner.
In this case, the owner, an innocent society-was never allowed to challenge the judgment in the court of the United States because it was held not to have "standing" to do so, as it was judged not to be the owner "real" . The English High Court accepted this reasoning circular no doubt.
